Governing global commons sustainably
The GoGlobalClimate project investigates why global climate governance under the UNFCCC and the Paris Agreement remains fragmented in a multipolar world, and develops institutional options to make it more effective, legitimate and accountable. It maps the interests
of state, corporate and societal actors across country coalitions and how governance imbalances fuel geopolitical tension and erode trust in science and multilateralism.
The project works in five work streams:
- (WS1) Global governance & climate change:
why (1) mitigation of GHG emissions – from burning fossile fuels (coal, oil, gas) and industrial meat production – and (2) deforestation has fallen short so far. - (WS2) Global governance & global democracy:
a legal framework and a secure e-voting prototype for a global citizen consultation on climate action, piloted with citizens. - (WS3) Global governance & global markets:
a roadmap for a global emissions trading system building on the EU ETS. - (WS4) Global governance & global management:
comparable global climate reporting and accounting standards. - (WS5) Global governance & art, culture and media:
a prototype “decision space”, a global concert format and a media concept to build public engagement.
Options are assessed for effectiveness, legal feasibility, distributional effects and legitimacy, including human rights, gender equality and intergenerational justice. Methods combine legal and institutional analysis, economic modelling, Delphi-based foresight, AI-supported scenarios, surveys and Civic Labs with policymakers, diplomats, the IPCC, science advisory bodies, business, civil society and youth.
23 partners from 15 countries on four continents deliver policy briefs, open data and tested governance options that strengthen the science-policy interface and EU science diplomacy, and support a stronger rules-based multilateralism in the governance of global commons.
